Reform of German health system – “Citizen’s insurance“ models

Ultimately the CDU and CSU agreed on a combination of the two approaches, the “health premium based on solidarity”. It is now conceivable that the next health reform will produce some form of citizen’s insurance, but the exact set-up is not yet clear. One of Germany’s neighbors has already come up with a solution – at the beginning of 2006 the Netherlands introduced obligatory health insurance for the whole population, combining earnings-related contributions with a flat rate per capita. But envy would be misplaced – this does not appear to be the lasting solution either. Problems are already becoming evident and the Dutch Health Ministry has already conceded that further reforms might be called for. At the end of the day it seems that sustainable funding of the health system can only be achieved by relying more on a funded system – but this raises the question as to how an adequate capital stock can be generated and financed.
